Summary of Position
The Project Manager is a leadership position responsible for day-to-day management of a project at the strategic and tactical level of the operation that includes budget, performance and resource management. The Project Manager oversees the functional operations of workforce center programs, develops and implements strategies to incorporate a focus on quality customer service delivery, continuous improvement and performance excellence. Provides leadership, accountability and guidance in handling challenging customer cases and employee concerns and developing and maintaining critical partnerships with employers, community-based organizations, chambers, training providers and other organizations. The Project Manager must be able to effectively perform the duties and responsibilities outlined below:

Essential Job Requirements

  • Oversee the delivery of workforce development programs and services for job seekers and employers throughout the region.
  • Oversee the design of quality participant services and development of program curriculum for participants in compliance with federal, state and local rules and regulations.
  • Develop and implement program delivery systems in compliance with federal, state and local directives.
  • Supervise day to day operations; identify staff training needs and implement plans for corrective action; monitor and evaluate program operations to ensure effective delivery of service and achievement of program goals and outcomes.
  • Work with staff and supervisors throughout the organization to coordinate, plan, assign, supervise, and evaluate the work of the project staff
  • Foster a strong team environment among the supervisors and staff to facilitate the integration of programs and systems consistent with the one-stop concept.
  • Promote teamwork across program staff to enhance goal attainment.
  • Ensures all supervisors and staff members understand the project standards and be able to resolve challenges
  • Mentor supervisors and ensure proper management practices are used
  • Regular and consistent attendance is required.
  • Perform other duties as assigned; based on operational needs.


Required Education and/or Experience

  • Bachelors degree in a related field from an accredited college or university with four years of relevant experience, including supervisory or management experience.
  • Alternative requirements are a minimum of 60 hours from an accredited college or university in a related field and six years of directly related experience, including supervisory or management experience or graduation from high school/GED and eight years of direct experience, including supervisory or management experience.
  • Related fields may include Business, Public Administration, Marketing and Management. Relevant experience is defined as experience in business development, job development, marketing, workforce development programs and services or public relations.
  • Bilingual (English/Spanish) beneficial; but not required.
  • Valid Drivers License and proof of liability coverage required.

  • Use Microsoft Office Applications, particularly Word, Excel and PowerPoint.

  • Motivate and empower staff to carry out their job functions and to develop professionally.
  • Handle pressure and rapidly adapt to changing requirements.


Physical Requirements

  • Sitting, twisting upper body, bending, ability to lift and carry up to 25 lbs.
  • Normal manual dexterity requirements - ability to perform activities requiring limited manual dexterity on a routine and regular basis, such as word processing/key entry, calculator usage, handwriting (completing messages, forms and other documents), filing, mail processing and telephone usage.
  • Normal ambulatory requirements ability to move in and around personal work space AND to and from other areas of the office or the building with or without wheelchair or other aid to attend meetings, deliver/retrieve materials, conduct interviews, escort clients, or other activities outside of personal work space.
  • Normal or corrected reading vision required ability to read with attention to details such as frequent use of cathode ray tube (CRT) or personal computer (PC).
  • Normal or corrected hearing required ability to hear and understand speech to interact with co-workers/clients/customers on a routine or frequent basis with or without use of amplifying equipment/hearing aids.

Mental Requirements

  • Normal cognitive requirements ability to learn, remember and integrate rules, policies or practices guiding the performance of an activity.
  • Normal speech-communication requirements - ability to communicate verbally with clients/customers in individual or group settings to gather information and/or explain policies/procedures in a courteous, precise, comprehensible manner.
  • Advanced written communications required - ability to continually read, interpret and compose as a primary job function, such as write news/editorial articles for a newspaper, prepare detailed briefings and decisions, prepare in-depth technical reports of on-going research activities, produce graphics/illustrations for media materials, or other predominately writing jobs using handwritten or mechanical means.


Equipment Used
Duties require the use of a computer with word processing, spreadsheet, presentation and database software programs, keyboard, printer, calculator, telephone, copier, and fax machine. The use of a personal vehicle may be required.

Supervisory Responsibilities
Direct supervision of Center Managers or Program Supervisors and other administrative staff; indirect supervision of all workforce development area personnel. Project Manager provides oversight, support and direction to ensure that the area meets all expectations and requirements.

Working Conditions
Travel required - ability to travel routinely (i.e. daily) for long distances as required for multiple in-person workforce area contacts/service, or activities relating to workforce clients. Office lighting and temperature are adequate with moderate noise level.
