The HRBP maintains an effective level of business literacy about the business unit's financial position, its midrange plans, its culture and its competition. The HRBP will assist the Organization in identifying business needs, meeting business goals/objectives, and assist with business enhancements with regard to administration, compliance and management. This individual must be highly organized, innovative and resourceful serving to provide support in all the functional areas of HR such as Recruiting, Selection, Hiring and Employment Processes; Compensation & Benefits Management; Employer-Employee Relations; Performance Management; Organization Policy Development & Implementation; Maintain Labor Law Compliance. This position directly partners with the HR Manager to perform all HR services for the Organization.ESSENTIAL JOB FUNCTIONS:

Performs employment related duties including recruiting, screening, completing new hire paperwork & conducting orientations; participates in formulating recruitment strategy for all positions; ensures that all searches are coordinated in accordance with applicable rules, state and federal employment laws; coordinates post job offer pre-employment physical examination and drug screening program development
Builds job descriptions for open requisitions, prepares advertisements and posts in various specialized venues to increase the number of qualified applicants
Uses a variety of sourcing methods (recruitment sites, referrals, LinkedIn, social media, etc.) to find a diverse qualified applicant pool; proactively seek and evaluate the most qualified candidates
Develops and maintains contacts with schools, alumni groups, and other public organizations to find and attract applicants
Works with external recruiters and employment agencies to identify and recruit candidates
Coordinates participation in, sets up display, and works at job fairs and career fairs
Screens, conducts interviews or provides guidance to the interview selection process, and recommends prospective employees for employment in entry level and experienced positions
Continuously expands networking/sourcing resources, develops and maintains candidate pipeline; appropriately maintains applicant tracking process/system per requisition to provide statistics and reporting (EEO related)
Provide employee information and administrate leave of absence benefits including the Family Medical Leave Act, Military Leave, Personal Leave, Disability Leave, etc. Administration includes, verifying leave reasons, reviewing doctor's certifications, reviewing accrued time off to assure all legal aspects are being met; prepares monthly reports of active employees on leave and compares report to payroll for discrepancies
Assists in the development and implementation of personnel policies & procedures; prepare and maintains employee handbook/procedural manual
Assists in conducting compensation surveys, compensation analysis and administering employment processes such as promotions, demotions, transfers, separations, pay adjustments, etc.
Conducts investigations related to personnel matters and provides guidance/counsel on employee relations matters; may respond to charges or complaints
Administers a variety of employee health and welfare benefits programs, such as group medical and dental insurances, group life, accident and disability insurances in an insured and/or self-funded environment
Processes all employment benefit transactions and other changes made by employees
Resolves complex benefits-related policy and administration questions or problems for employees, and escalates issues as necessary, including working closely with internal and external resources to provide resolution
Oversees the reconciliation of health plan monthly eligibility reports to ensure compliance with the Affordable Care Act
Conducts exit interviews, and completes the separation process for employees in the personnel systems
Researches and advises on market trends, new product and service developments and alternative source selections
Analyzes HR data (talent planning, performance management, compensation) to support HR planning process
Recommends new approaches, continual improvements in efficiency, cost containment, more automated electronic processes for the department and with regard to all the services provided by the department
Maintains human resources records (both information systems and hard copy files) and compiles reports from the databases
Maintain confidentiality and comply with HIPAA and all other compliance standards
Prepares and completes requested Verification of Employment, Verification of Insurance and Unemployment Claims forms
Prepares employment materials (insurance packets, new hire packets, applications, etc.), training materials, sets up the training room configuration and computer/training materials
Conduct a variety of research projects, prepares written reports as required, may prepare and administer a variety of employee and client surveys
Communicates and informs employees of expectations related to their work environment, such as workplace behavior and appearance; ensure employees understand the job responsibilities and work hours; provides information regarding HR policies, programs and employee information
May be assigned to special committees or special projects such as enhancement of employee recognition programs, re-design of performance appraisal instruments, etc.
Be informed about Federal and State guidelines, and updating policies to reflect the guidelines
Contributes to the overall efficient operation of the HR department and fosters a team environment; participates in developing department goals, objectives and systems

Required - Degree in Personnel Management/Human Resources, Business Administration, Public Administration, Communications or related field; or a minimum of 8 years of a combination of education, training and experience in the Human Resources field
Minimum 5 years' experience in Human Resources performing as a Generalist, or an equivalent combination of education, training and experience; or Master's degree with 2 years of experience in Human Resources. Position may be filled at a non-senior level by applicants with 2-5 years of experience; as long as all other requirements are met.
Minimum 3 years' of experience in customer service, professional office or HR related environment
PHR or SPHR Certification, preferred

GENERAL SKILLS/EXPERIENCE:

Excellent communication and negotiation skills for relaying data (verbally and in-writing) between other employees and vendors/suppliers
Strong organizational skills and proven ability to maintain accurate, detailed records that will be audited periodically
Ability to work on multiple projects at once with tight deadlines
High-level of comfort in working with numbers and spreadsheets; ability to create statistical reports
Excellent analytical and problem-solving skills
Must be a self-starter and have the desire and ability to take ownership and responsibility with little direction
Knowledge of:

Federal and State laws affecting Human Resources including the ADA, FMLA, FLSA, and Title VII of the Civil Rights Act
The principles and practices of modern human resources management and administration
How to apply modern business practices, procedures and technology to the personnel management functions
The fundamental principles of industrial psychology and work place sociology as it applies to public employment and human resources management setting
Ability to learn additional HR terminology processes and employment laws to be able to serve the department when operational demands may require it Interviewing candidates and employees and interpreting responses
Ability to foster employee career development, professional development and motivate the employment workforce
Ability to develop tactical and strategic plans for the human resources management programs


Ability to be adaptable, flexible and advance existing skill sets to be able to serve future office needs in additional capacities
Ability to be pragmatic in decision making; requires high integrity
Maintains a high level of confidentiality at all times
Ability to take direction, coaching and act positively to improve performance
Prefer Bilingual verbal and written communication skills in English & Spanish

SOFTWARE/COMPUTER SKILLS & EXPERIENCE:

General knowledge of basic hardware and software and uses of a variety of different computer operating systems such as Microsoft Office Work, Excel, Outlook, Google Workspace, and web-site software
Proficient keyboarding and typing skills
