Location: Waco, TX Schedule: 9/80 Job Description: The Director
Operations Management will be challenged to successfully design,
navigate and execute a long-range, balanced and effective campaign
to deliver the next-generation Operations Management roadmap
designed to enable scalable Operations outcomes that meet or exceed
forecasted production targets and financial objectives while
building a culture of excellence and accountability. This
individual will report to the Vice president of Operations for the
Intelligence, Surveillance and Reconnaissance (ISR) Sector and will
collaborate within in a matrix organization supporting the ISR
P&L leaders. Essential Functions:
- Develop and lead a world-class multi-disciplinary operations
organization spanning hangar operations, manufacturing,
manufacturing engineering, supply chain, quality, continuous
improvement, facilities, and EH&S.
- Develop and implement strategies to meet cost, quality,
delivery, customer satisfaction, EHS, and continuous improvement
commitments.
- Develop a world-class operations team through staffing,
training, and talent management initiatives while serving as a role
model for integrity, inclusion, and diversity.
- Drive Operations Team engagement through:
- Leader standard work
- Factory Gemba walk process
- Quality improvements and zero-defect strategies
- Comprehensive, proactive safety initiatives
- Lean deployment
- Mistake Proofing/ Poke Yoke
- 5S+1
- Total Productive Maintenance (TPM)Value Stream Mapping

- Maintain responsibility for succession planning, organizational
and talent development
- Lead the organization in the development and implementation of
next-generation, long-range operating philosophies, and business
strategies.
- Develop, implement, and sustain success metrics, incorporating
best practices, and effectively communicating improvements.
- Communicates with parties inside and outside of the
organization on matters of strategic importance to influence senior
leadership on new concepts, practices, and approaches.
- Establishes overall direction for new processes, systems, and
solutions. Recommends and implements strategies and develops
operational plans/goals that directly affect the mid- to long-term
function or business area achievements.
- Responsible for establishing the direction for new processes,
systems, solutions, and products using significant
conceptualization, reasoning, and interpretation of, at times,
competing business priorities and influences.
- Develop Operations solutions that are innovative and often
define best practice for the future. Opportunities for problem
solving and innovation are regularly complex, requiring broad-based
consideration of variables that influence multiple areas of the
organization.
- Extensively analyzes implications of both near and long-term
solutions.
- Owns and develops tactical and operational plans and goals for
Manufacturing Operations, which will include oversight for multiple
departments.
- Recommends and operationalizes strategies that have a direct
impact on the mid- to long-term function/area achievements.
- Translate strategic priorities into operational reality by
aligning communication, accountabilities, resource capabilities,
internal processes, and ongoing measurement.
- Establishes clear goals that align the efforts with the
sector/segment/organization's goals; ensures synergies between
people, processes, and strategies across all departments to drive
flawless execution of business objectives while maintaining strong
working relationships.
- Drive the manufacturing plan and establish procedures for
maintaining high standards of manufacturing operations to ensure
that products and programs are delivered on time with the highest
level of quality and meet or exceed the division's profit
targets.
- Communicates company goals and results to Sector senior
management including financials, major business issues, strategic
plans, budget appropriations, risks, and opportunities.
- Ensures compliance with company policies, government laws and
contracting requirements such as Controlled Goods, FAR, ITAR, and
import/export trade compliance, etc.
- Strengthen the management team's effectiveness by coaching,
counseling, and assessing performance; leading by example;
communicating values, strategies, and objectives; assignment of
accountabilities; planning, monitoring, and appraising job results;
developing incentives; resolving conflicts.
- Establish and embolden a climate encouraging open
communications of information, issues, and opinions.
- Create an environment that inspires and motivates employees in
achieving business goals and objectives, and for continuous
improvement.

functional strategies. Qualifications: Bachelor's Degree with a
minimum of 15 years of prior related experience. Graduate Degree
with a minimum of 13 years of prior related experience. In lieu of
a degree, minimum of 19 years of prior related experience.
- An active DoD Secret Security, and the ability to maintain, is
required.
- Ability to obtain NATO clearance and Controlled Goods Program
certification required.
- With over three million square feet and > 500 employees in
Operations at the Waco location, proven experience managing large
organizations is necessary.
- 10+ years in Manufacturing Management with in-depth knowledge
and understanding of manufacturing methods (including standard
work), production planning, procurement and subcontract management.
Expertise in aircraft, quality and supply chain a plus.
- Previous Operations experience required, preferable within a
high-mix/low yield defense related industry.
- Extensive expertise and experience leading and executing
structured lean manufacturing systems.
- Understanding of lean principals around pull systems, min/max
controls, etc.
- Full-scope knowledge of the Sales & Operations Planning
(S&OP) for manufacturing.
- Change agent with a focus on deploying innovative
solutions.
- Demonstrated success in achieving sustainable best in class
safety performance.
- Proven ability to develop relationships cross-functionally and
lead cross functional teams.
- Ability to enact manufacturing and assembly strategies in
production and development environments.
- Good financial acumen and analytical skills in operations
environment with ability to manage factory and production costs to
achieve planned overhead rates.
- Demonstrated ability to work with and influence senior
leadership through thoughtful, well-articulated strategies that
help meet segment objectives.
- Proven experience in attracting, developing, and retaining a
diverse workforce.
- Strong verbal, written and presentation skills.
- Operates with a sense of urgency while achieving results the
'right way.'
- Ability to inspire and motivate others.
- Must be able to obtain and maintain NATO clearance and
Controlled Goods Program certification Preferred Additional Skills:
- Multi-site experience preferred.
- Advanced degree in Engineering, Business, Science or Industrial
Management, or related discipline preferred.
