SUMMARY OF POSITION
Serves as the Chief Administrative Officer of the City; ensures that laws and City Ordinances are enforced; administers the affairs of the City in accordance with City Council Charter, Ordinance or Resolution, in addition to applicable state and federal laws; works closely with City Council, Commissions, Boards or Committees appointed by City Council, along with the general public; interacts with other Municipal Manager/Administrators, statewide organizations and associations, representatives of governmental agencies at the state and federal level, and the news media; has frequent contact with those directly supervised
ORGANIZATIONAL RELATIONSHIPS
1. Reports to: Mayor and City Council
2. Directs: Department heads

  • Supervises city department heads including assigning and reviewing projects, completing performance evaluations, and making decisions regarding hiring, terminating, and disciplining employees
  • Prepares and submits to the city council for consideration and approval annual budget recommendations based on data submitted by all department heads, including capital expenditure items, consistent with council approved short and long range plans
  • Monitors city operating and capital improvement budgets for compliance with council appropriations and ensures the City operates within its budget while also informing the City Council of the financial condition and needs of the City
  • Keeps the mayor and city council informed on progress in all departments and on any other pertinent matters relating to city operations to enable them to make informed policy decisions
  • Ensures that advance planning is conducted for management of the citys future growth and development, including preparing grant applications
  • Administrates all contracts with the city to ensure their faithful execution
  • Assures that adequate records are maintained of departmental activities and that appropriate periodic and special reports are prepared and distributed
  • Represents the City at conferences, professional and civic organizations at the local, state and national level
  • Cultivates cooperative partnerships and inter local agreements to access resources and improve the efficiency of the City
  • Responsible for the enforcement of the Citys Code of Ordinances within City Limits and its ETJ
  • Authors official correspondence and media releases

  • Executes deeds and contracts on behalf of the City when authorized by Ordinance, resolution or motion of the City Council
  • Conveys a positive, professional image by action, communication and appearance
  • Works with an outside Auditor to ensure the annual financial audit is complete when presented to City Council for approval
  • Performs other related duties as required/directed by Mayor or City CouncilREQUIRED KNOWLEDGE, SKILLS AND ABILITIES
    Knowledge of:
    • General management principles
    • Budgeting procedures and multi-funded financing operations
    • Personnel policies and procedures
    • State and federal regulations and guidelines related to city management.Skill Ability
      • Interpret and communicate to other rules, regulations, and guidelines prepared by the state and federal agencies on a variety of programs;
      • Apply general management principles; establish and maintain effective working relationships with officials in local, state, and federal government, the general public, and the news media;
      • Select, develop, organize, motivate, train, supervise, and evaluate staff; demonstrate proficiency in both oral and written communication; operate a computer using standard word processing and spreadsheet software
      • Gather, compile, analyze and evaluate a variety of data and make sound decisions regarding the data as it applies to providing services; and recognize, evaluate, and respond adequately to a variety of policy issues faced by the city
      • Maintain valid Texas driver license and acceptable driving record in accordance with city policies and standards; and maintain appropriate necessary certifications.EDUCATION AND TRAINING
        • Bachelors Degree in Public Administration, Business Administration, or a related field. (preferred)
        • Minimum of (4) four years of progressively responsible experience in governmental city management or similar position in municipal government (preferred)CERTIFICATES, LICENSES, & SPECIAL REQUIREMENTS
          • Proof of citizenship and/or eligibility to legally work in the United States.
          • Possess and maintain valid Texas Drivers License.
          • The City Manager, when chosen, need not be a resident of the City, but is expected to reside within 15 miles of the City within a reasonable period of time after accepting appointment.DISCLAIMER
